WHAT IS ELIGIBILITY?

The Joint Delegation of Canada to NATO is mandated to support Canadian industry, academia, research institutions, and other eligible Canadian organizations in navigating NATO procurement opportunities and facilitating the staffing of Declarations of Eligibility (DoEs). Organizations from other countries must engage their respective national delegations for support.

Many NATO procurement opportunities are limited to companies from NATO member nations that have been formally confirmed as eligible to participate. Depending on the procurement procedure and the NATO body involved, a Canadian company may be asked to demonstrate its national eligibility before it can be nominated as a potential bidder, receive solicitation documents, access certain procurement information, or submit a compliant bid.

DECLARATIONS OF ELIGIBILITY

For Canadian companies, national confirmation takes the form of a Declaration of Eligibility (DoE) issued through the Joint Delegation of Canada to NATO. The DoE confirms that the company meets the applicable Canadian eligibility requirements for participation in the specific NATO procurement process. It is not a general certification, a security clearance, or a guarantee that the company will be selected for a contract.

The exact requirement varies by NATO organization and procurement method. Companies should therefore review each opportunity carefully and begin the eligibility process as early as possible when a national declaration, nomination, or other form of government confirmation is required.

It is essentially a confirmation that a company meets the eligibility requirements to conduct business in its home country if a similar type of procurement were to occur domestically.

  • It does not override NATO solicitation requirements.

The Process

  1. A NATO procurement opportunity is published on one or more NATO procurement organization websites. Notifications may also be distributed through the organization’s procurement portal or, where applicable, by email from the Joint Delegation of Canada to NATO.

  2. Interested companies review the solicitation documents and assess whether the opportunity aligns with their capabilities, business objectives, and level of ambition.

  3. If the solicitation requires a Declaration of Eligibility (DoE), an interested Canadian company must submit a request to the Joint Delegation of Canada to NATO and provide the required company and opportunity information in order to be included on the potential bidders list.

  4. The Joint Delegation reviews the request to confirm that the company meets the applicable eligibility criteria, liaising with relevant Canadian government stakeholders as required, including Public Services and Procurement Canada’s Contract Security Program.

  5. If the eligibility criteria are met, the Joint Delegation issues the DoE directly to the responsible NATO procurement office and requests confirmation of receipt. Once receipt has been confirmed by the NATO procurement office, the Joint Delegation notifies the company.

  6. The NATO procurement office then engages directly with the company for the remainder of the solicitation and bidding process, including the issuance of the bid package and any subsequent procurement communications.

  7. If the company is successful, additional validation or verification steps may follow, including requirements related to company ownership, security clearances, facility clearances, or other contractual and security requirements applicable to the procurement.
